Who do you think was in the wrong in this situation?

I was walking home at around 12 midnight, I live around the corner from a pub and a I ped a guy who I completely didn't know, who seemed a little tipsy, but not drunk, he could walk fine etc. Grabbed me by the waist and pulled me toward the bus stop, I was trying to pull away from him but he was strong, he was smiling so it seemed more lighthearted than the situation was, so I laughed a little, as heads were turning. He sat down at the bus stop and pulled me by the waist close to him his hands were sliding down toward my a** so I pulled myself away and began to walk off, he grabbed me by the arm and pulled me back toward him... But I managed to wriggle free and walk away. Is this ual harment of any kind, or not?
