Can anyone help me on the name of this film about a baby stuck in a pipe?

I watched a film when i was a kid, and it was about a baby who was stuck down a pipe in the garden for about 3 days. I remember this film quite well just not the name. I know they got the baby out after a couple of days, and that they got the baby out by digging into the ground and creating a small tunnel and getting to the babys shoelace. They then tugged the shoelace and then grabbed the foot pulling the baby down. They knew this would probably do some damage to the babys leg but they had no choice. I think the baby ended up with a dislocated hip. I'm pretty sure the baby was a boy, then i could be wrong. And i think the baby was about 1-18 months. I know the baby wasn't very small, because that was the shocking aspect of this story, that pipe was a regular pipe. Maybe the size of someones head, yet a child that was nearly a toddler managed to get stuck in the pipe. Anyways i think that's about as much i can tell you about this film.
