Aren't Englishman, Scotsman, and Irishman jokes racist?

I mean, if it was "white man, Asian man, and black man", everyone would think of them as racist (and with good reason), yet you hear jokes against the Irish (and sometimes Welsh) all the time. Surely we should stop telling them?
