Given what you know about the distaste colonists had towards the way they were treated under England...?

The new national govnerment under the Articles of Confederation had barely any power because the colonists didn't like how heavy-handed the British had been. As a result, the new national government couldn't tax, they could only beg the states for money. In the end, people realized that the national government was pretty much useless because it did not have the power to do ANYTHING. So they created the Constitution, hoping to give a little more power to the federal government, and create a balance between democracy and monarchical power.
